I entered a game FINALLY after all this downtime, and what happens? I get hit by five second spikes every six seconds.

Please report any issues you have in the StarCraft II beta technical support forums or bug report forums. The problems might be missed if you do not report in the right forums, as there are people specifically looking out for these things there.
